Isn't levitate to hover or suspend oneself in the air in an almost supernatural manner? I guess the Japanese name of the ability "Floating" would be more compatible for both cases where its magic levitation like Claydol or clearly flapping wings but no room for Flying-type like Flygon and Vikavolt

At this point Levitate should be scrapped as an ability and give some sort of "flying status" to the pokemon that can obviously fly/float but aren't part flying.
Hell, the whole ability system should be redesigned.
