I think anon was referring to Gen III island events.

That said, they were part of the Sevii islands, more traditionally associated with Kanto (only show up in FRLG and Emerald, if I recall correctly). And Kanto is next door to Johto, so I guess they just chill there sometimes. If no one has the bell to summon them at the tower or whirl islands, perhaps?

They just confirmed there are multiple Zygardes in more than just Kalos. That info there obviously applies to Kalos because there's a Zygarde in that region. But the main Kalos Zygarde doesn't have access to Power Construct. It would have to form with one with does. Can't say if GF thought far enough to make it clever enough, but at least it works.
