While they're all likely candidates (especially Flygon and considering all the other's counter parts have them already) this exact same thing happened with ORAS. All Pokémon shown were extremely likely candidates for megas (like Shiftry and Torkoal) but they didn't get them.

The thing is, they're actually all very likely to get them. Fearow is a pair with Pidgeot. Milotic is a pair with Gyarados. Dragonite is a pseudo-Legendary. Flygon was supposed to have one in Gen 6.

Now, the only ones I remember on top of my head that wouldn't get any would be the starters, of course, and Emolga, as Emolga was just used to showcase a "Pikaclone vs. Pikaclone" battle for funs.
