Doubt it'll be a legendary considering that old guy has it in a pokeball. Probably a rare pseudo legendary on the island so rare and powerful it is considered the Guardian of the island.

We know Hala is a "powerful trainer" and is the leader (not necessarily gym leader, maybe chief is a more correct word) of the island, and that Tapu Koko is the guardian of the island. It would not be the first time a trainer has had a legendary Pokemon and it would not be unusual for him to have one if it is.

Didn't need the streak in tis hair, didn't need the hair to make this absurd shape over its face (is it is supposed to look like a beak? Is it flat or does the hair become shaped when it goes over its face??) , didn't need its eyes to look like that as far as we know yet, didn't need the things around its shoulders, didn't need the yellow around it seys to be different the rest of the white body paint, most of which doesn't appear to be significant in how it's shape

I didn't say the design was bad nor am I the original poster you replied to who said it looked over designed. Just saying what you said for overdesigned doesn't necessarily work. My main issue with it is actually that it just has extremely weird proportions and such, like a design that feels like it only really works in a flat 2D world.

Also I really really really hate how the orange part on its body which isn't a question of it being weirdly proportioned or whatever (how do its claws work? It's just a weird thing to imagine. Imagine the concave shell, the arms, and then imagine having to have pincers at the end of the arm that connect to the shell in a way where it doesn't look really twisted and messed up like it does in the art) though I can't really explain why, and it looks better in the game. I get that it's supposed to resemble tailfeathers but it is just blobby.
