There are plenty of Pokemon who are only good during weather.

What we need is a Pokemon with an ability that summons Trick Room.

I can imagine something like 90/65/100/65/100/150 stats with this ability and a decent typing. It would be for support, and you wouldn't be able to abuse its speed.
