I'm not sure what you're trying to communicate now. The "game design" aspect of Kalos is pretty much done, they'd just need to change a few places here and there to make it feel different, but not much.

It probably wouldn't actually be that hard, as they're likely re-using the XYORAS engine (albeit touched-up), but regardless of that, there is no reason to believe that this is proof that all of kalos is in the game; there could be an event that just takes place in that area, for example, which seems more likely.

The "new more detailed full-scale perspective of SM" is zoomed-up XY with a fancy camera and better textures. Make the camera move more than it did in XY, reuse Alola textures, make a few new textures, reuse some of the good enough XY and ORAS textures, add 2 or 3 new routes. Here's Kalos in XY. Game Freak won't do it, but they could if they actually wanted to.
