All the generic fish and grass pokemon will always be the most forgotten pokemon of each gen. Some of the bug pokemon too.

First you have to get a legendary usually never distributed.

Two you have to figure out Manaphy is a legendary capable of breeding even though no other one is capable of doing it.

Three the only time this thing has ever appeared before you in the main or side game is in mystery dungeon in a non-main story quest you may not know about.

Fourth it looks exactly like Manaphy so it's incredibly easy for anyone who doesn't know what it is to confuse it with the legendary.
