Why does Gamefreak hate the ice type?

Why is steel SE against ice? You can break ice with it? Then why isn't steel SE against damn near everything?

Ice has a defensive score of -3.5 based on immunities being worth +1point, resistances +.5pts and weakness -1pt. This is the worst in the game so I suggest making ice into steel 2.0 whole keeping its impressive offensive score
