A druid, probably Delphox or a fox in general like Ninetales. Zoroark doesn't really fit tho.

Sawsbuck is also a regal Pokemon, hunted by the king and symbolic in general among the European royalty.

Bronzor or Bronzong for the native ancestors even if their origin and concept are associated more with Japan.

Exploud if you feel like it's the closest thing avaible for the bagpipes, it's more biased on organ pipe but still.
