I think they decided to make guardian angel/guardian spirit inspired psychic pokemon.
Of course most people imaginate guardian agnels/spirits as beautiful creatures so they decided to make beautiful pokemon most looking similar to humanoid sorceress from rpg. And they made it.
But they make too much woman looking apperance soo....
also making it 50% female gender only makes thing worse.
Thye just wanted to make Pokemon looking like guardian angel with personality of guardian angel (I mean, no matter how goes wrong, gardevoir will never leave you and will protect you and will try to make you happy). But fandom kinda corrupted this pokemon by overly sexualizing.

well, that means gardevoir can have motherly personality, what means when male trainer has gardevoir, gardevoir of course will protect trainer also will give hug, but i think gardevoir will try to avoid having sex with trainer, especially when gardevoir can use psychic power to gently stop trainer from trying.

I liked Gardevoir more (non-sexually) when it didn't have a 3D model and I thought it was a lot less humanoid, with no legs and no mouth. It made sense for its egg group.
