Well of course every Pokémon is hated by at least one person. I think we're more so looking for the ones which are hated by the fewest people.

Gengar is one of only two pokemon that has remained in Smogon's OU tier for six generations straight. The other pokemon is Starmie. It is safe to say that either everybody loves these two, or they are just the best there is in their respective roles.
