That's what I was hoping for. I tried to look at Pixiv last night to see if there was anything good but there wasn't--mostly just average art or bikini girls.

It looked terrible so I made (what I thought would) look better...

To do this in photoshop:
Use levels to fix the color by dragging the black up into its range, and then merge that layer into the background
Next use Filter > Noice > Noice reduction, play around with it and you will get it right even if you have no idea what you are doing.
I then cropped it, sad to see the picture became smaller though...

Only issue with waifu2x is it can make lines splotchy if an image is made too large; this is sometimes a cool effect but other times ruins the image
