That's right, all you have to do is download the all in one package. If that doesn't work then download Citra yourself but here's how to get it to work.
Take the already made Star Sapphire .3ds Rom that I have made for you, instead of the CIA file and drag it to any Citra you'd like to try out. There's different ones for different OS and Settings. Get the one that's best for your computer.
Anyway, you can also use the Main file I included for easy access and use the Modified PKHex I made to give you extra options not even PKHaX gives. Or just use the most updated one Kaphotics put out. Whatever works for you.
