Type advantages.

There's no actual Water involved here, it's just a Water-type move for the sake of gameplay.

In the anime, the Pokemon's tail is covered with water, so it being a Water-type move makes sense.

An example is how originally Iron Tail was just a glowing tail, while BW made the tail look metallic. In XY they reverted it back to just a glowing tail.
