Justice Prevails, it would raise M-Ledian's Physical Stats, or maybe just Attack Stats, by two stages when M-Ledian defeats the opposing Pokemon.

A quick guide of how you should distribute your Mega's 100 free base stat points, anons:

Category A: If base form has >500 BST: At least 10-20 in its non-primary attacking stat.
Category B: If base form has 400<x<=500BST: You don't have to invest any of the 100 stat points into its non-used attacking stat.
Category C: If base form has <400: You're allowed to substract from base form's non-primary attack to invest in its other stats.

Huge Power, Pure Power, invented ability only for Category C's.
Substracting speed is allowed for all categories.

It would be better to give it a custom Ability that gives it perfect accuracy in Sun, which would balance out because it can only be abused for 5 turns. Inferno isn't even really that much power, it's the secondary effect that's valuable.

And you act like having 5 turns of perfect accuracy Hypnosis is broken (at least in Singles with Sleep Clause). There are already plenty of pokemon used in OU that can pretty much guaranteedly put a single pokemon to sleep. Run a Sleep Talk Talonflame or anything else you usually use to get around Sleep.

It also has base 100 speed in regular forme, and gets completely fucked by dedicated Rain and Sand teams. Just make sure its Mega isn't too fast. 110-120 max.

Earth Power because... Well, Grass-types should be able to use Earth Power, desu. Hyper Voice is a reference to mandrake/mandragora.

Bellossom gets Will-O-Wisp as a Fire-type move, steals Fiery Dance from Volcarona because it is now a Fire-type who can dance, and looks like a Pokemon that could actually use Draining Kiss. Solar Power because it is more or less one of the Pokemon who are tied to the sun according to lore.

Vileplume gets Powder because it can make pollen so why not this powder? Also stealing yo another signature move. Acid Spray and Toxic Spikes because... Well, coverage??? It can already learn Acid, so why not Acid Spray? Shield Dust is similar reason to Powder.

I made a spreadsheet comparing the bonuses the speedy Megas got to their base Speed stat.

I defined "speedy" as at least base 100 Speed after mega-evolving, and excluded outliers with abilities that skew their stats (Speed Boost, Pure Power), legendaries, and Beedrill for being too minmaxed.

Then, I made a polynomial fit to the boost in speed as a percentage of their pre-mega Speed (e.g. a pokemon going from 80 Speed to 100 Speed gains 25%), and got a formula for reasonable Speed gains for a speedy Mega evolutions. It's off by at most 8 base Speed, in Kangaskhan's case, but it's a good framework, I think.

As an example, >>26780624 this Haxorus and Hydreigon is ridiculous. The mons around 95-100 base Speed gain 20 base Speed, and at Haxorus's 97 the formula predicts 116 and 117, with the inaccuracy factured in they realistically would hit 125 Speed.

Of course, you can't ACTUALLY predict Gamefreak, and actual shitmons do deserve minmaxing.

Arbok has seen occasional use by a few prominent top 10 OU players before.
Mostly because it has good movepool (glare), intimidate and absorbs toxic spikes.
Arbok has a shit ton of really great moves in its pool.

I made a mega design before to build off the idea of the pivoting annoying fuck it gets used as.

With Glare, Intimate, and Speed Intimate. It can switch it on practically anything and fuck it over. Gets STAB Sucker Punch and Gunk Shot. With some minimaxing the SpA away, you could genuinely turn Arbok into something amazing. The poor thing only needs better stats to be good. It has all the movepool it ever needs.

Bulky Coil/Speed boost is a pretty dangerous combo. Intimidate lets him get off the Coil pretty safely and after Speed Boosting a couple times your opponent's gonna either get oneshot by a boosted Gunk Shot or be forced to rely on priority, which isn't too problematic after the defense boost. The only real issues are getting hardwalled by Skarmory and of course Prankster.
