Stakeout sounds really strong in theory. but the problem is there's no fast way to force switches and just keeping something in on him will counteract it. give him pursuit though and he'd be pretty good for fucking with ghost types i suppose

Registeel is RU and steels only get better from there, so unless this gets Fighting or Ground as a secondary typing, Stakeout is useless when enormously bulky steels resist its entire movepool. Might have better luck with a Strong Jaw set.
Unless its stats and movepool are obsurdly specialized it's not doing any better in VGC either, as evidenced by any Normal type that isn't Kanga in that meta.

It will depend entirely on stats, typing and movepool, but both of its abilities are pretty fucking good. Strong Jaw Hyperfang. Wouldn't be surprised to see it being really good in lower tiers.

Not Pursuit because no one would switch out on it. Roar is a cool idea though. Maybe Circle Throw/ Dragon Tail will be in its learnset. Red Card as its item, maybe? That'd probably work really well.

Most normal types get fighting moves anyways so steel typing isn't that big of deal but you are right that it will probably not be that viable.
They wouldn't give something a really powerful ability without some sort of drawback. It either has really shit stats or it will lose the ability upon evolution
