This is what triggers me about Shota. He isn't skilled in any way like Paul or Gary. The only way he was able to beat Ash was jotting down notes on his pokemon and their weakness in order to counter them. Rather he does that to all his gym battles after losing including Wulfric.

I don't think it's anything too complicated. His ace is a Flying-type. You can argue he's never been shown flying on Charizard, instead walking around the places, but by the time Ash mentioned the League it was already pretty close to start, and he also has Team Flare's support; he does not have anyone bugging him with their own objectives, no Team Rocket after his ass, chances are he doesn't bother to help strangers on the road or in cities. At best he's curious and could get himself into some random dungeon, some Mirror Episode kind of thing, but then he's not someone who wastes too much of his time.

Also, remember that he's supervisioned by Lysandre, and as such questions would eventually arise about what he's doing and Lysandre would get to know he's collecting badges. That or, rather than being questioned about his whereabouts, Alan simply mentioned his plans to join the League. There's also the possibility that Lysandre suggested him to join the League; after all, his goal IS to become the strongest, Lysandre was the one who gave birth to that idea, and what's a better challenge than winning the League and opening the gates to fight the Elite Four and ultimately the Champion?
