If it's still on the 3DS, no. It'll probably have the same graphics as gen 6.

If it's on a new system, it'll probably have better graphics. Probably not as good as an arcade machine though. These are handheld games after all.

Nah. That's the kind of graphics we should expect on a Pokemon game on the NX. Anything portable will look half assed. Just look at Go, same models and same cruddy textures as opposed to this, same models but sexy textures.

Gen 6 is literally pushing the 3DS to its limits, hence the framerate issues

It's not.
The only reason there are frame issues is because of the fuckton amount of polys in the future-proofed models the Pokemon possess (for an example, compare Pikachu in XY to Pikachu from Pokepark Wii, the XY model has 4,000 polys whereas the Wii model had 1,000+, it's not "pushing boundaries" it's just poor optimization). The graphics themselves, from an aesthetic point of view, is something any one could churn out on the 3DS with a decent amount of effort. There are plenty of games that look better than Pokemon games do.
Kid Icarus Uprising, MonHun 4, Animal Crossing and the Zelda remakes all manage to look better than Gen 6/7 while not making the games run at 10.3 frames per second.
Even Senran Kagura, a game lauded for having models that were poorly optimized for the system, managed to get its shit together in the second game, while still looking good.
