Dunno if it's confirmed but it seems a likely guess. Maybe Land Force/Thousand Arrows/Thousand Waves becomes Core Enforcer when Swarm Change activates. Or maybe it gets it but it's not usable as 10% or 50%. Or maybe it's differen when they use it...d unno.
