Aura is just the Pokemon equivalent of ki.

Lucario isn't using psychic powers, he's doing what DBZ characters do.

Because Lucario was one of the introductory Pokemon for Gen IV, which was the generation when the physical/special split happened. It was perfect to showcase that Fighting-type Pokemon didn't have to be physical, but could be special instead. Hence the aura.
