Card Game Girl (I don't remember her name; Julie?) is definitely the most underrated pokegirl, but that might have to do with that hideous 3D model of hers.

From the main games, I'd say Janine is seriously underrated. I don't quite get why either: she's a cute ninja girl! Why does there seem to be so little fanart of her.

Special mention would go to Flannery, though that's not quite the case since the release of ORAS. She's gotten a much deserved boost in popularity, even if I prefer her old outfit over the remade one.
