Yeah, a pokemon with 100/152/150 defenses and a move that uses their defense instead of attack to calculate damage is totally believable! Core is essentially Zygarde itself in its most basic form, so yes it is a Pokemon. Whether or not it would be usable in battle however is something we don't know, but from what I understand in the anime Zygarde doesn't actually attack while in its Core stage but instead changes to 10% in order to battle.
