The Pokémon I've been wonder trading were all legitimate in this way. Each had 1-5 perfect IVs, but either didn't have 5 IVs in the right stats, had the wrong ability, or had the wrong nature. Many of the Pokémon I received were breeding rejects of a similar variety. If you consider them to be illegitimate, then I've been distributing hundreds of illegitimate staryus, larvestas, and aerodactyls.

And this is where definitions come into play.

"Cheating" is doing things outside of the rules of the game. "Hacking" is a specific way to cheat, via messing with the game's code. (Rather loose version of the definition, but you get my gist)

Any hack is still a cheat. This breeding thing is just cheating, it doesn't matter whether you hacked in the parent or got it from, say, a wonder-trading injector.
