You'd have to limit it to once per battle obviously. Maybe make it range from 20% to 40% randomly instead.

You: Healing Wish
Enemy: Attack
Turn 2:
You: Switch to dead mon
Enemy: Heal Block
Turn 3:
You: Dead ass mon sitting stuck on field being beaten up.

There's a difference between "healing wish" and "wish".

Wish is the move you're thinking of.
Healing Wish faints the pokemon that uses it and immediately fully heals the pokemon you switch in to replace it.
OP is saying that Healing Wish should not only fully heal a pokemon, but revive it at half health, which I think would be a fair trade for fainting your other pokemon.
