well, they all pretty much had the same pokemon, just wanted to point that out

but for me, what it comes down to is team rocket for all 3
their goal? take over the world. that's as evil as evil comes
best uniforms, rocket again for not being too outrageous but definitely has that look of a crime syndicate uniform
and best leader, hands down giovanni. whenever he's shown in the show as himself, he has this foreboding power feel to him. you know this guys got brains and brawns and knows how to use it. i'd say team rocket all the way

The thing is that they didn't want to do it using box legendary in some crazy ass shit. Because Giovanni knows that you can't simply capture and tame a legendary to do your biding.

He had a criminal organization which would simply steal pokemon, assault places, which would gradually result in Team Rocket ruling over the world.

Team Plasma, the battles with N, Ghetsis, and Colress were great.

Ghetsis was a ton of fun given how complex and ultimately insanely megamaniacal he was. Giovanni comes in close second for being dangerously cold and practical.

Best Pokemon: Probably Team Magma. Mighteyena actually makes sense, Camerupt represents their goal pretty well, and you can't really blame them for using Golbat in Hoenn.
