A British isles theme could work quite well. Great Britain as the main routes then Ireland as the post-game route

Though I think Ireland could work well alone. The main cities are a comfortable distance apart, there are quite a few geographic distinctions they could abuse (Ring of Gullion, Wicklow Mountains, snow in the northern hills vs. south where palm trees thrive).

Best of all, they could lift mythical locations, people and beasts and it'd be obscure enough that most people wouldn't complain about GF being cheap or whatever they described the musketeer crew.

How they may want to divide it.
Blue is a large river that Ireland's got, for simplicity's sake PokeIreland could adjoin it with the island's biggest lake, which neatly divides the island.

The West would be rocky and rural, with some weird mythical stuff going on with long wide routes.
The East is going to be more fertile, with the biggest towns and cities hugging the coastline.
The South is basically anything below the estuary of the dividing river. It's climate is warmer, and has its own mountains, large towns etc. but this time can accomodate all the trainers and pokemon built around t-shirt weather.

If they wanted they could make the North distinct, but I doubt they'd want to. Snow can be filled in by caves in the existing mountains, and there's already enough rain :/
