I would like the speed stat to do something else either than being a strike first mechanic. It seems like a big waste of base stats and EVs just to have it be completely useless if it's one point lower than the opponent.

I kinda wish they separated Pokemon based more than on just species. Things like event-only moves, transfer-only moves, and hidden abilities should be considered, too.

For example, there would be different Celebi to be tiered separately.

>Transfer Celebi (contains any move that only available from a previous gen)

Obviously Hold Back Celebi could be ignored since it doesn't add anything, but separating a Nasty Plot Celebi, which is realistically ridiculously difficult to get, from the Standard Celebi might be a good idea. I just used Celebi as an example here; I don't think it specifically would be helped that much by this.

This type of separation would also allow things like Standard Blaziken to play in RU while keeping Hidden Ability Blaziken to Ubers.

It's definitely complex, but it would hopefully allow for more variety in more tiers.
