Why are their no fan games where I can fuse all 721 pokemon

I don't think it would be possible to fuse all 721 Pokemon into one. It would be either a huge mess or incredibly awesome. Or both.

Is OP talking about things like Alexonsager's fusions?

Speaking of that, are there any sites similar to it, that include more than just the 151 first?
and maybe choose which head on pokes with multiple heads?

IIRC, there was a fan-game being made in RPG Maker that used all of Alexonsager's fusions. it had scripts that generated stats and movesets for each of them based on the bases and the fusions. I dunno where development of it went, nor does it have 721x721 possibilities for fusions, but I think it's the closest you can get without getting off your ass and making it yourself.
