Lee was, is, and will always be better. It's still not very good in RBY though. Hitmonchan has coverage if you need which you might considering RBY's learnsets.

Lee is one of the only Pokemon in Gen 1 to get any half decent Fighting moves. You can have Rolling Kick and both Jump and Hi Jump Kicks, which sure as fuck beats out Normal typed Comet Punch, Mega Punch, Karate Chop, and all the elemental punches coming off your nonexistent Special.
