This, and movepool to an extend. Pokemon from gen 1 were created without the special stat in mind, and pokemon from gens 1-3 were created without the special/physical split in mind. No wonder they're on average less viable that the newer pokemon. Movepools have gotten out of hand as well. Everything has coverage for almost every type that resists it's stab
