You just had to make an account on the pokemon website and check off the option asking if you want to receive newsletters in your account settings.

Its too late now, the cutoff was April 22nd

I have a pokemon trainer club account since 2010, with the option of receiving newsletter and haven't received the codes. In fact, last email I got from them was from 2015 (about johto starters with HA in pokébank).
