I had always thought greninja was the worst water-type starter to date, well, better than Gen 5's I suppose.
I think it's popularity can be mostly attributed, not from it's design, but because of the conditions it was released in.
>competitive water/dark that doesn't have to deal with the drawbacks of having a shitty typing

>prominent in the anime
>a competitive starter pokemon
>released in a gen with two other sub-par starters both cosmetically and competitively
