Change ability to Technician to boost False Swipe.
I'd personally choose Smoke Ball or whatever that item is that lets you always escape from battles.
I'd boost Atk over Def, to hurry the battle along.

As for the moves:
- Glare, sleep is better
+ False Swipe, get it down to 1 health
+Lock On/Heal Pulse, whichever you prefer. Lock On helps with evasive foes, while Heal Pulse may help you save a Horde mon that's getting hir by its neighbors. Shiny Zangoose surrounded by Seviper, for instance. That's the only reason I have my shiny Zangoose.

Give it Soak and replace Glare.
That way you can hit ghost with FS and Spore grass types.

Follow Me/Rage Powder is better than Heal Pulse for that.

Also, for the reverse with Zangoose hordes, an overleveled Noctowl can use Synchronoise to knock them all out except the lone Seviper who will be unharmed.

Anyways OP, I suggest for a universal Living Dex completion Smeargle to have Odor Sleuth, Yawn, False Swipe and Swords Dance. Grass mons are immune to Spore and other powder moves as of Gen 6. Yawn is 2 turns but it hits everyone and if you Yawn first and then False Swipe it'll be the same as if you False Swipe first and then Spore. Odor Sleuth is for Ghosts obviously. Swords Dance is for boosting False Swipe. Ive tried Belly Drum with Sitrus Berries but its too costly to make it worthwhile. Technician is preferred for boosting STAB False Swipe, although if you can't secure a Normal Friend Safari with Smeargle then Own Tempo is useful too to prevent annoying confusion especially by moves that have a chance to inflict it.
