Go back to having a team similar to Rocket, that has more worldly//achievable ambitions.
No idea on a name, but have the goon dress like regular people until you fight them and they do the cliche clothing change. Have the player have to fight through corruption, possibly even escape jail after bribed jennies catch you or something.

The knight design fit the team and the whole king thing that N had.

Flare should have been based on Marie Antoinette-like high fashion. Large hair. Very detailed uniforms. No long dresses but highly designed skirts or shorts.

Coat tails for the males. It would make more sense considering fashion was a major thing in France history.
