Are you the one who did it Op?
The drawing isn't bad, but don't fit to Pokémon. I'm not speaking about the artstyle, but the design.
You should, in my opion, try to make it less human, even if it has a tail. Keep the hat in first stage, but make it more "natural", like if it was a part of its head. Change its skin colors, and those hairy arms.
I like the last stage face anyway.

Those ones are obviously spiders, based on ballooning, their "flying method". It's probably redundant because we already have Drifloon, but I guess I drew those two spiders before G4.

Maybe called Webreeze and Spidair, or something like that.

Goldfish anon here. I guess the thread died soon after I posted an idea for my goldfish starter's evo, so I'm posting it again. I can't decide whether to make the tail fins more dress/skirt-like (see pic related), or positioned like the first form's tail fins.

I also don't know how to transition to a butterfly mask for the final form without it looking dumb. Any advice would be nice.

a lot of middle evolutions have odd stuff, like Wartortle's ear wings or Charmeleon being a darker color. You could have the skirt in the middle and flip it back for the final evolution

as far as the butterfly mask, incorporate the side fins into it somehow maybe? Or have a stripe of the mask color running down the back to the tail fins

I get that the tales of the tooth fairy can justify this being a fairy type. I do. But here's the thing: It's just a tooth. Literally my mom's tooth. Yes there are differences between each stage, but how is a tooth alone a fairy? How does it live? WHY does it live? I'd love to see a tooth inspired fairy type, but if this is the result, then you need to spend another 1000 years in MS Paint or get a better understanding of Pokemon designs.

The roots below surface are not a good feature to include, if you want the roots then you need to incorporate them into the design rather than implying their presence. This also falls into the "trying to make something humane but instead makes a human in a costume" trap, although the quality of the drawing may make it hard to see. And while we all know Lilligant gets Quiver Dance, don't make the assumption that all humanlike grasses should get it, particularly those who are supposedly stuck to the ground.

Considerably less harsh criticism than I expected, and surprisingly, it occurred to me that the subterranean roots thing wouldn't work in-game, but by the time I realized I had already finished the second stage and was too lazy to go back. In hindsight, the roots should be a knee-down feature.

Another thing is I know the final stage looks like ass and is a little hard to see but it literally has a bow and quiver in its final form, which is why I gave it Quiver Dance.
