The "e-reader" card thing is just a theory turned into a myth. All we know is that the game has flags that can e set to unlock specific Pokemon as encounterable in that cave. You both seem to be half right. There /ARE/ e-reader cards for both FRLG and Emerald, but they don't affect Altering Cave - they give you trainers to battle (in FRLG these are accessed through the old lady's house on Seven Island, I can't remember where you access them in Emerald)

Altering Cave was intended to be altered though Mystery Gift events distributed by Nintendo, but Nintendo never did any for it in the end

I fucking loved the Sevii Islands precisely for the fact that 50% of the locations had events and Pokemon/rewards of interest, and the other 50% had literally nothing at all, or extensive areas leading to dead ends. For better or worse, it made it feel like /real/ exploration instead of A-to-B handholding, something that Pokemon sorely lacks. Factor in areas like Tanoby Key, Pattern Bush, and the return of RSE's braille and you get a small region with a lot of mysterious charm in my opinion

That, and the Gold/Silver OST through the FireRed/LeafGreen soundfont is the tits. FR/LG's version of Violet City beats both the original GSC version and the HG/SS version as far as I'm concerned

The first ever Shiney I encountered (besides red Gyrados) was a silver rhyhorn in Victoty road in Pokemon gold. I didn't know what is was at the time but I accidentally killed it and walked around for about another hour trying to find it again. Of course if I knew what it was at the time, I would have been more careful.
PS: shiney rhyhorn was silver in gen 2. They actually changed a lot of sprites colors from gen two to gen 3, like smeargle's normal and shiney forms getting straight up switched
