Yes, but they only admitted it's design will be a hybrid of an otter and a sea lion so it isn't a full-fledged pinniped. Besides seals and river otters look pretty similar outside of the ear length and leg structure anyway. Give a sea lion an otter-like structure and the result would be nearly identical to a giant river otter.

It's more like Samurott is a sea lion while still keeping some of the sea otter elements from Oshawott and Dewott. Any resemblance to a giant river otter is likely coincidental.

True. Samurott's still a poor portrayal of a pinniped compared to a mustelid though. Some people may refuse to accept it as an otter, but Samurott in it's true colors is more of a giant river otter-like creature than just an ordinary seal.
