It's supposed to be an ornimegalonyx (prehistoric owl), hence the Spurdo anatomy and the focus on ostrich-y long legs. The concept art has Rowlet generating razor leaves and there's a bit of a circus show-esque vibe going on, so a razor leaf cardshark might work.
