Granted, it has some canine features. In many languages, including English, seals are also called "Sea Dogs".

There are three things that do make it more like a sea lion though. It's clown theme (Circuses employ mostly sea lions instead of sea dogs/seals), and it's hind legs, which are separated like otaries. Lastly, it has visible ears, again like otaries.

Popplio is best pinniped though.
