Its probably because the saga is nearly over and Serena/Bonnie/Clemont got as much as the writers planned to give them.

Also unlike May and Dawn who the writers kept in focus to practically the tail-end of the series, the writers really don't have to do that with Serena aside from keeping her crush relevant. If you look through the AG and DP episode lists it amazes me that they kept May and Dawn relevant leading up to right before and after Ash's league and final eps.

It's still realistic hairstyle but it's far less common than when she has long hair, with long hair it's so much easier to compare her to real blonde girls.

So one of Shota's biggest episodes coming up and Tomioka, the series head writer, isn't doing the script writing for it. Not to mention that the animation directors chosen are some of the worst they've got. Pretty telling that the anime staff think of Shota as a non-important character. Wouldn't be surprised if Shota is considered another failed rival character, just like Trip obviously was.

What's up with the writers inability to create actual good rival characters after doing so well in that regard in DP?...

I think this reflects the regions better, to be honest.
Just look at the games.

In Gen 4, Cynthia was this powerful trainer who was constantly out training and adventuring. Exploring the mysteries of the world and getting involved with all of these legendary pokemon problems.
She was portrayed as the pinnacle of Ace Trainers. Her team stomped face and if you went into the fight unprepared her Garchomp wiped your whole team.
She was always active and involved in the goings on of the region, more so than any other Champion save maybe Steven. This was reflected in her strong team.
Sinnoh is also part of the "Not-Japan" country, where battling is such a massive focus.

In Gen 6, Diantha's focus isn't on training. Diantha's focus is on being an actress. She's not out there adventuring or training her Pokemon all the time because she's busy being an actress.
She's not getting involved in the plot because she has movies to shoot.
While Cynthia was the pinnacle of Ace Trainers, Diantha is the pinnacle of the Beauty trainer.
And that's why you can walk into her room and stomp her entire team into the mud with her own signature Pokemon.
Kalos doesn't put it's biggest focus on battling, but rather fashion, fame, recognition, art, wealth, and other such nonsense that isn't battling.

So it makes sense to show Cynthia as this great, unbeatable trainer in the anime, while totally toning down Diantha and by extension the Elite 4.

It also makes sense for Ash, the experienced trainer from Not-Japan, where everything is all battles all the time, to show up in the much more laid back Kalos region and just start spanking the majority of trainers.

Dawn's Contest arc was so much better than Serena's Tripokalons which ended midway through the saga because the writers realized how much of a crap they were.

Ash's Pokémon had actual personalities and each one of them was strong on its own merits. XY Ash depends on DEM frog.

Cynthia being a strong and competent Trainer involved in the plot very early on vs. Diantha getting her ass handed to her when she tries to get herself involved.

And so many other things.
