Deoxys would probably cause him issues but Kirby would most definitely come out the victor.

Kirby's strength is his ability to adapt on a level that transcends even basic definitions of raw power, which is why, for as goofy as they fucking are, Death Battle's match up with Buu wasn't really that unreasonable. Kirby will just use one of the many special weapons (Star Rod, Rainbow Sword, etc.) or gimmicks at hand, as well as anything Deoxys himself brings to the table, against it, securing the victory.
