I'll concede maybe ALL legendaries is a bit excessive but you know full well that CHALK was bullshit

Allow each deck to have only 6 pokemon lines and only 6 Fully evolved pokemon in it.

Only really hit Thundurus-I and Landorus-T if you really must. Honestly I'd just buff Ice and nerf Prankster instead.

Quagsire didn't need a Mega in singles, but if we're talking doubles only then this is good

Give each team at least 5 Pokemon. I know they want to make sure games go as fast possible, but 4 on 4 double battle just adds too much luck and importance on what pokemon goes out first and restricts plays. The game will still go by very fast with 5 pokemon in double battles, double battles are very quick, even reduce the turn time limit to 30 or 40 seconds instead of the current 60. Ban Dark Void and ban Moody, moody is just luck, if you get great moody rolls you win. Obviously ban the primals and non-Mega pokemon with over 600 bst. No need to ban Mega Kangaskhan he's not overpowered in doubles.

Agreed with everything up until this, Mega-milf needs to go. 5 pokemon would make arena hazards viable like in singles. Whether or not this is a good thing remains to be seen
