Not necessarily. It could easily be either, depending on what's happening with the animation.

Dragon Ascent is literally flying into space. If it wasn't Rayquaza doing it, it wouldn't involve Dragons in any way. If Ho-oh was doing the same thing, it'd logically still be flying.

People need to remember that the games weren't the most important, reliable piece of media in the Pokemon scene back then.

Pokemon was a franchise. It was just as much a game series as it was a TV show, a trading card game, and a comic. Yeah, of course, the games came first, and if it weren't for Red and Green none of the merchandise would have existed, but it was made just like any other third party, cash grab game by a small studio. The mistakes in logic, the glitches, the awful sprites are to be understood because the team was so small and the ambition was so big. It was an unexpected success, and if it hadn't blown up like it did nobody would have cared about these problems. I'm sure if GF had known they'd have made more of an effort.

Let's just be respectful and remember this.

I think it should be more like it does damage in 3 instances, one Fire, one Ice, and one Electric, each of them separately calculated for damage. Each instance has 30 base power

So, for example, if used against a pure Ground type.
Neutral to Fire - full damage from that instance
Weak to Ice - double damage from that instance
Immune to Electric - no damage from that instance
