It dodges every attack. It literally teleports behind you. It gets stronger with each battle. And both Ash and Greninja feel pain or are exhausted afterwards.

In the context of Yugioh though, freely having an 8000 Atk monster just from setting some spells is complete horseshit.
And taking 500 damage each turn is a pathetic downside. If it was 2000 damage than it might be more reasonable.

It's a normal spell, not a quick spell, so it can't be activated during the battle phase, nor can it be activated during your opponents turn.
On top of that it says, "Only can be activated" which doesn't make sense. And during which Main Phase 2? It is possible to summon a monster using a specific card during your opponents Main Phase 2. I can't today. I can't even.

Hard to say whether it's good or not when you don't know what the rest of the cards associated with it do.
Perhaps Ash has an effect that banishes itself from the grave to protect a Water Synchro? Would be fitting given the context.

And it's really unfair to say Monarchs and Kaiju are an out to a specific monster when they're an out to everything.

I think the things that bug me most of all are that, based on its summoning conditions, it could just be an Effect Monster and nothing would change. As is, it can't be played because it can't leave the Extra Deck. Second is that it could just be Light type, and be fine. There's no reason for it to be a Divine type, other than for this kid's special snowflake syndrome.
