I think Chikorita isn't that big. Its height might be counting the unfolded leaf pointing up or something.

The only two sizes that really dont make any sense to me ate chikorita and turtwig. That image is also probably a bit distorted since snivy is likely measured as body lengths (as you would measure a snake) and tepig is likely measured to the shoulder

Quadrupedal pokémon aren't measured at shoulder height if their head is higher, even though that's how it works in real life. They're either measured by top of skull or top of ears/hair, which seems to be done on an individual basis judging by pokédex visualizations.
