While the other factions have clear ambitions, they tend to go in extreme situations. I wouldn't want to fuck with operations in dealing with Pokemon capable of rendering time and space, expanding sea/land in a instant, or taking Darwin's survival of the fittest to a whole new level. I'd rather dick around and do low end crime such as stealing other people's Pokemon, bullying & harassing trainers and people alike, and not appeal to dress codes that fuck with my wardrobe too much.

Everyone else is part of a weird cult centered around esoteric beliefs that, more often than not, have been distorted tot he point that I am unwittingly participating in my own demise by working for them. Team Magma, Aqua, Galactic, and Flare members all die if their own goal gets realized. Think about that.
Team Plasma (OG Plasma) were a bunch of activists with no endgame. Team Plasma (New Age) were just a bunch of weird-ass ninja-pirates who were evil and stuff, and had a totally evil plan involving the third legendary.

Team Rocket, you go shoot some people in the face, steal their pokemon, then set up casinos where people can "win" their pokemon back. Usually by buying 100000 pokebucks worth of coins to afford it.
Team Rocket can operate on both local and international levels, provided you pull in enough dough to make other people want a piece.
Team Rocket, on its own, with shit leadership in Johto, managed to figure out a way to pump out an endless supply of Gyarados. Imagine if they had capitalized on that.

If done right, trainers actually support you by purchasing those super-expensive Abra, Pinsir, and Dratini from your various fronts.
