The increase in SpA brings its power up to the level of a Life Orb regular Volcarona. The increased defense patches up its weak point and makes defensive sets like Quiver Dance+Roost better. Tinted Lense helps sets that only carry two attacks as well, but it helps sweeping in general. The speed increase gives it a slightly better speed tier without setting up. Leftover points go to SpD.
If Tinted Lense is too powerful on a strong sweeper, other abilities I have considered are Battle Armour for better defensive setup (works for Slowbro, at least), Serene Grace to give Fiery Dance 100% to raise SpA (should be about as good as Serperior) or Magic Guard (finally free from Stealth Rock damage).

i'dmake any pokemon that looks like a plague doctor work. a trick room user with prankster seems a little over the top though. you could set up with it's balk and then trick room and sweep, or you could run a skill swap set with another pokemon with frisk and neuter choice users or aim to steal something relatively common with priority, like multiscale, speed boost or sheer force (shame it couldn't be poisoned for the toxic heal)
honestly, i don't think that bulk works with prankster. it is a little bit op. it has no defense boosting moves but priority charm is just as good in a pinch and it can calm mind. you don't really add moves to make it good but i guess a taunt set would be cool, as would haze and wow.
too op for a prankster user though. you say you are trying to make it good but the ability already did that, you are trying to make it significant.
