Altaria being a bird-dragon is immaterial; being a bird makes a Pokémon Normal-type (that's why all the regional birds are Normal/Flying, and so is Swablu). Flying type means the Pokemon has wings or wing-like appendages (as in the case of Hoppip, Altaria's cloud-wings, etc.).

The only Flying-types that don't seem to have wings are Drifloon, Rotom-Fan, and Tornadus-Incarnate. However, Drifloon's entire body emulates a wing, Rotom-F's blades can be seen as analogous to wings, and Tornadus has wings in his Therian form (and he's a genie, he can summon wings when he wants). (Yes, Doduo has wings.)
