DESU Team Rocket a a whole seems extremely benign in the anime compared to the other evil teams or how they're portrayed in the games. Stealing Pokemon seems like it would not be one of the major goals of the organization, because wild Pokemon are obviously catchable, and I don't really see a way they can make a lot of money from simply stealing Pokemon unless there's a huge Pokemon black market we're never shown.

Pokemon Hunter J, a, well, a Pokemon Hunter from the Diamond and Pearl arc of the anime is a very successful woman who steals Pokemon to sell to black market traders and clients, so yes, there is one and we've been shown the existence of one.
There have also been Pokemon poachers, including one cunt with a Glalie who tries his damn hardest to capture, not through normal means, a Snorunt.
Ignore the fact that he could just breed his damn Glalie, but that's further proof of said black market.

Then he fell in with Jessie because they thought he'd be a good influence on her, seeing as she was rocket's worst. Turns out the reverse was true and he got turned into a permanent retard.

For once I would love to see them actually do something of substance besides comic relief. Maybe have them go on their own journey to become league champions and be pretty damn good when they actually put themselves into it. It's been awhile since I've seen the anime but isn't it shown a good bit that James manages to tame his pokemon easily since he actually cares for them most of the time?

Jessie isn't interested in gym battles - they don't put the spotlight on her like contests and such can. But there's no reason why james couldn't try for it. They could tie it in to his avoidance of jessiebelle. If he wins and becomes the champion, his parents admit he's not a useless waste of oxygen and he wouldn't have to marry her.

Of course, that would mean he'd have to have a full team, or at the very least, he'd have to work with whatever Jessie has on hand to supplement.

Besides, even if she only showed up in her initial episode and had never been mentioned again, that doesn't change the fact that James ran away from a rich family who wanted him to be something he isn't. I think that's the main reason why they will NEVER be allowed to capture the Ashachu in the animu: Everyone's kinda by now realized that the moment they finally do so and actually bring that rat to Giovanni at last, he's going to shit on them all for "bringing him such a weak pathetic unevolved pokemon" and force them to either evolve Pika or make them be forced to never go around Ash and co. ever again because of how much Ash has constantly ruined their focus of actually getting shit done.

Basically, the moment they finally win the Pikab Owl, the main reason they even are around/seen mainly in the show is gone, and then it becomes hilariously harder to keep them in afterward.

Think about it - they bring Pikachu to the boss, and like you said, he berates them and tosses Pikachu into a storage warehouse somewhere 'cause he ain't got time for no scrawny rats. No raise, no promotion, not even a thank you for the TRio - the main reason they went chasing after Pikachu in the first place. They realize that no matter what they do, being in team rocket is never going to fulfill their dreams of riches and a life of luxury. They quit team rocket, and steal back Pikachu with the intent to use him themselves, but ash intervenes and the pair are reunited.

Then Jessie James and meowth are free to chase after Pikachu or not as they wish. Not because they want to give him to the boss, but because they have their own evil plans that could be helped big time by having him on their side

Don't know about jessie, but James is the best character in the whole anime... even better, in the whole franchise.

Depends on the episode and writing. I feel the PokePuff competition one had a decent balance if more leaned on silly. In it they can't cook the puffs too well, but decide to win by default by field-stripping all the berry ingredients from the vendors and surrounding forests along with vacuuming up any poke-threat that got in their way. Ash even had to think a bit outside the box than merely "zap TR" by overstuffing the machine until the vacuum burnt out. It's a lot better than the Best Wishes' era of Dumb Ash and more competent TR than DP era.
