Dewott was first seen from old concept art of the anime before BW was released and it was after we knew that Oshawott was going to be influenced by samurai. It resembled a serious-looking Oshawott with visible whiskers, two shells and a traditional samurai-appearance.

This has set expectations for the final evo extremely high to the point that if isn't a more badass-looking bipedal samurai otter, it going to be shit.
Samurott is alright in my book though. Can't say the same for everyone else
